Text wrapping not working over multiple lines in PDF editor

We receive PDF documents from our customer and we add input boxes, radios, check boxes to these documents using Adobe. These documents are uploaded into our document library and when a user wants to create this document they open a copy in WebViewer in order to edit it.
These documents are used for legal reasons so each line in the document has a line number. When a user has multiple lines to enter an answer this can cover lines 1 - 6. If we try to make these 1 entry box assuming WebViewer will wrap at the end of the the line - it does but it doesn’t always place the text above the next (hard-coded) line on the PDF - meaning it wraps but the placement of the text is not consistent with the lines on the page. Sometimes the words appear to float and others it places text with the line in the middle of each letter looking like an X-out.
In order to alleviate this we placed different text boxes on each line (1 - 6) but then no text wrapping works. It gets to end of line and cursor stops.
In case #1, is there a way to control where the text will end-up when auto text wrapping works to control, height of text and the drop level for the word wrap so we can get the auto-wrap to put the text on the second, third …lines for better visual view?
In case #2, with separate lines, is there coding attributes we can use to make text wrapping move to next input box?
