The built-in stamp on the PDF file cannot be displayed and causes the inability to download properly.
It seems that the PDF file was badly created as I was not able to open the document in our environment and other applications like Adobe prompt an error message. How was this PDF created?
I opened this file using Adobe Acrobat and found two blank stamps at the bottom of the file that cannot be displayed, so I suspect that this issue may be caused by them.
For us, we would prefer to ignore the parts that cannot be rendered properly, and the normal parts should be displayed normally instead of the current situation where they cannot be displayed at all.

Unfortunately, there is no way to ignore parts of the PDF data that are corrupted and render other parts that are fine. We would recommend that the PDF is fixed or recreated.
