Add Table of Contents to the PDF

Add TOC to the PDF

Please describe your issue and provide steps to reproduce it:
We are using PDFTron for converting the html to pdf document with headers and footers. The app is running in a Linux container. The page numbers on the header are being updated after the pdf is rendered by the chromium dev tools.

Now, we would like to add table of contents to this document, but since the page numbers are rendered by the browser(chrome dev tools) is there a way if pdftron can have the responsibility of adding the TOC after the pdf is rendered? or before that with page numbers linked on the table of contents

I am trying to follow this for now, but seems like it is in node. Is there any example for .net c#?
Please provide a link to a minimal sample where the issue is reproducible:
