Is there a reason you are looking to go from PDF to Adobe Illustrator?

I have a usecase to convert .pdf files to .ai files by preserving all the design information along with layers and artboards.
When we directly convert .pdf to .ai file, the layer and artboard information is getting lost as the illustrator handles the design information separately called as ‘Pieceinfo.’
Now, for any given input pdf file, I want to write an ai file (postscript) which includes all the design information and could be opened in illustrator.
