Customize Redaction annotation

Hi !
When I make a redaction annotation, it appears as rectangle around the word. When I have mouse over the annotation, it shows as masked. I want to change this behavior.

When I do a redaction It should show masked and when I have mouseover it should show the text. Please see image.
How can I achieve this ?

I did not report a bug. I want different behavior when creating a redaction (annotation).
