Does anyone know what kind of Microsoft Office license we need to have for doing MS Office Interop Conversion in a commercial application which supports the viewing and downloading of Documents as native or converted to PDF.

We are not very familiar with Microsoft Office Licensing. The licensing would also likely depend on the type of commercial application and other factors.
As alternative to MS Office, PDFTron offers direct Office to PDF conversion (developed internally) as well as inter-op with Libreoffice.
