If a callout annotation is moved, the whole annotation including the arrow is moved. Usually, in other PDF commenting tools, only the textbox is moved and the arrow stays at it’s place. Is there an option to only move the textbox?

We currently do not have a way to only move the textbox of a callout annotation without shifting the arrow.
We don’t currently have this on our roadmap but, we will add it to the backlog for our product team to review for feasibility and viability. Please keep an eye out for the change-logs section as new features get included.

After some testing we concluded that it would be difficult to create the desired customized callout with the current version of WebViewer.
While we do support custom callout tools, it is not currently designed to support moving the textbox alone.
