The watermark panel text watermark options are blank. You can add a watermark programmatically or via print but not via the watermark panel feature.

Enable the watermark panel via:
instance.UI.enableFeatures([
instance.UI.Feature.WatermarkPanel,
instance.UI.Feature.WatermarkPanelImageTab,
]);
Go to Edit / Watermark panel and see an empty popout menu with watermark text option selected.
